So I registered for the games day Baltimore tournament today and I'm kind of excited. I've even been motivated to finish painting my Tomb Kings. Unfourtunatly I haven't really played warhammer in about three years, I played mainly during 5th and 6th editions.

Any ways advice would be interesting with any comments about things that have sprung up in the lattest editon of warhammer

At least one catapult would be pretty useful in this army, as it offers an excellent target for smiting (certainly better than archers especially in early turns).
A tunneling unit or two would be pretty handy also as you have little fast stuff now which can go warmachine hunting and such, so a scrorpion and a unit of tomb swarm would help. You'll run out for special slots, though, so you'd need to change the general composition a bit (for example take a king so you get core chariots).

After doing a little research it looks alot more effective to just bite the bullet and take a SSC and give up on my heavy Horseman entirely at the 2000 pt level. Which is annoying because I have 16 of them painted and now I have to go buy a catapult.

guessing ranges shouldnt be that hard when you can shoot them in the magic phse to get a rough idea were the unit is. Seems like a ok list, i would personally try and fit in a Tomb giant rather than the casket of souls

Without changing your build too much I'd just suggest that you get a Tomb Swarm to be one of your core choices. This frees you up to drop one of the skeleton blocks, and you can use the extra points to beef up your special units, which are your moneymakers.

If you are willing to change up substantially I'm going to suggest dropping a chariot unit for a set of 5 carrion. With all the casting power you've got they are definitely urgency-able, so you've got a first round charge to snuff enemy war machines.

All in all, fact is that Warhammer 40K has never been as balanced as it is now, and codex releases have never been as interesting as they are now (new units and vehicles and tons of new special rules/strategies each release -- not just the same old crap with a few changes in statlines and points costs).

Well I took the second list to the tournament and didn't do overlly well. I ended with a draw and was masacred twice. Not quite the out come I was looking for, but I didn't expect to be playing a troll slayer army followed by a dwarven gunline. Oh well.

I considered changeing to the following list:

Im not sure if spending the time to go out and buy and paint another unit of skeltons is worthwhile

Ushabti are very limited against the current range of likely opponents at any tournament. They match up poorly against Lizards, Brets, Skaven, Empire, Demons and any type of Elf - due to a mix of high vulnerability to shooting, poor mobility and lack of resilience in close combat.

The usual choice is the bone giant, which, although it has less real combat power, is quite a bit faster (especially given it is allowed a free turn each movement phase), has terror, is much tougher to light weaponary which really hurt ushabti - they same heal D3 wounds spells can heals the same amount or Ushabti as it does the giant so you get almost 3x worth per cast on a giant. He is also much better at character snipining and dealing with auxilliary.

Hope this helps as a very limited starting point.
