Okay, so I'm using The Masque. I get a clear line to my friends hive tyrant and shoot the pavane of slaanesh at him. I roll a six and move him off of the table edge. Now what happens, is he dead? Do I get Victory points?

you cant move him off the table. Use the FAQ for whip for pavane.

Uhh...Pavane is pretty clear that you can't move models off the table edge.

well it says that you can't move them through impassable terrain, is the table edge considered impassable terrain?

it says you can not move it off the table also

"This movement follows the same rules as a normal move, except that it is not slowed by difficult terrain. So, for example, Dangerous Terrain tests are taken as normal, victims may not be moved off the table, out of combat, into impassible terrain or to within 1" of enemy models, and so on" p75 Codex: Chaos Demons.
