The exact wording is: "Crew Shaken & crew stunned: Passenger may NOT shoot from the vehicle in their next Shooting phase, but are otherwise unaffected" (P. 67)

Two interpretations:
1. Shooting from a vehicle implies only when I am using fire points and shooting from the vehicle. When I disembark, I am otherwise unaffected.

2. I am coming from the vehicle when disembarking so I may not shoot when I disembark.

If you can't shoot when disembarking from a shaken transport, it certainly makes dealing with dire avengers or fire dragons in transports easier.

You seem to have answered your own question. States they cannot shoot from the vehicle, which you wouldn't be and are otherwise unaffected. This all sums up they can still disembark, counting as moved, of course, and may shoot as normal. The key words are "may not shoot from the vehicle", which you would not be doing. You cannot infer anything that is not actually stated, so don't try and interpret, just roll with what you are given.

Yep, I'd say as cheesy (or not) as it seems if a vehicle is shaken or stunned the passengers may pile out and act as normal for disembarking as per the wording (pg. 67 BGB).
