Hi, quick question.

Does the warptime reroll ability effect the "to wound" roll in Wind of Chaos? (*tz sorc)

Also, does the re-roll of Warptime effect vehicle "role to wound" for Bolt of Tz? (IE, can I reroll if I get a 2 for example and dont glance/penetrate?)

yes

warptime allows you to re-roll all hits and wounds

wind of chaos always wounds ona 4+

therefore if you use warptime, then wind of chaos you may re-roll any railed wounds (giving you a 75% wound rate)

taking up the mission

Keep in mind, however, that Warptime's re-rolling "To Wound" doesn't allow you to re-roll failed Armour Penetration rolls.

You don't get the reroll for the bolt in the specific circumstances you mentioned.
That's not a "to wound," it's "Armor Penetration." Even though it is handled at the same step of shooting as the "to wound" roll, it's not a roll "to wound."

As for the Wind of Change... I'm not familiar enough with the power to answer specifically, so I'll answer generally.

If the effects of it refer to "rolling to wound," then you get the reroll. Any other wording = no.

Do you have your codex handy that you can type the specifics here?

And what is the range of Wind of Chaos? It isn't listed in the Codex.

WindWong: Since it's a roll to wound, it's re-rollable with Warptime, like Regwon said.

Typeline: No cover saves vs template weapons. The "range" is the template. It's handled just like a flamer.
