I know I have. It's embarrassing sometimes when I can't remember an assault rule or some other rule during a game. Especially when your playing against somebody that knows them all well. On top of that to become even a good player you have to know all the codexes to. That's alot of rules to digest and analyze. The analysis part I am still working on but I think I might have found a solution to the rules part.
I read the rulebook from front to back and then made my own table of contents for the book. Every heading on every page gets listed. For me this triggers the rule in my head. Sometimes I add a couple of keywords that help me to remember the whole rule. I have my own TOC for Fantasy and 40K and it seems to cut back a lot on my in game rules issues. If you have the same kind of problem you might try this. It takes only a second to refer to it and trigger the rule in your mind. It just saves a lot of time, especially in tournaments.
I would love to hear any other tips on analyzing armies or rules. Thanks.

You can always try some basic mnemonics, like imagining a familiar room or street or somesuch that you see daily and associate the text of rules with particular (permanent) objects.
There's also something to be said for sitting down and reading the rules to yourself out loud. Not the most dignified technique, but it helps develop some muscle memory.

best idea is to make a few 3x5' cards with some of the rules you are vague with especially the assault rules as things can get complicated there.
I have done it with eldar farseer powers and not once did I ever forget my fortune/guide with the 3x5' card handy.

Comparing tournament records is another form of e-peen measuring.
