Not at all. Elves are a Very week race in general and can use all the help they can get to stay alive in combat. As for Eternal Hatred against High Elves I think its balanced. Since almost always High Elves will be going first against them this will bring balance to the conflict. In the long run its a balanced rule that makes Dark Elves a playable army now.

Compared to what , say, daemons get vs. everybody, I would say DEs are pretty tame, even with EH.

I have to say that, at first, i thought the EH would decimate my High Elves, but after more thought, and after playing against them, It really did balance out well, especially when they came against my unit with the Standard of Balance.
