So I was playing around and decided to make an assault-based list for Eldar, and here it is.
HQ:
Eldrad - 210
Yriel - 155
Elite:
10x Harlequins - 250
-Shadowseer
-Kisses
10x Harlequins - 250
-Shadowseer
-Kisses
Troops:
10x Storm Guardians - 148
-Warlock, Enhance
-2x Fusion (Melta) Guns
10x Storm Guardians - 148
-Warlock, Enhance
-2x Fusion (Melta) Guns
10x Defender Guardians - 95
-Scatter Laser
Heavy Support:
Wraithlord - 125
-Wraithsword, Flamers, Missile Launcher
Wraithlord - 125
-Wraithsword, Flamers, Missile Launcher
Total:
1498
I'm a little skeptical of Yriel because for the same points I could have an Avatar to make everyone Fearless, but then I couldn't put him in a squad so any Fortune rolls for him take out a roll for someone else, where I can have Eldrad, Yriel, and Guardians all in one group and Fortune them all at once.

Suffused with the dying memories of Sanguinus, the warriors of the Death Company seek only one thing: death in battle fighting against the enemies of the Emperor. |

What is your game plan for this army? Those guardians are going to get shot to pieces if you don't have some idea of how you are going to protect them as they walk across the board. Fusion guns also seem out of place? You can only move 6" if you plan on shooting them. Do you expect your opponent to drive his tanks up so you can shoot them? If you are not mounted, I don't see them getting a lot of use. You'd probably be much better served with flamers since you can expect some troops to head your way.

A CC Eldar army gets its strength from its HQ and Elites. If you even consider throwing foot Storm Guardians onto the field to get them into CC, then you need to seriously re-evaluate your perspective. They'll get blown to bits on their way in, and you have 20 of them. I have NO clue what the Defenders are there for, either. Harlequins aren't your consummate hand-to-hand fighters either. They're incredibly fragile, but they're not as good as many people think them to be. Their greatest strength is the Shadowseer, but otherwise have little in the way of punch.
Yriel and Eldrad both have their place, but neither of them belong in this list. Eldrad, I've found, is better for shooting armies (Guide Guide Doom, or Doom Doom Guide, or Doom Guide ES or something), and Yriel is a kamikaze unit.
If you want CC Eldar, start over. You want Scorpions, Banshees, and a Phoenix Lord of one of those two aspects (my preference is Karandras). Karandras has 6 A base, 7 on the charge, and 8 on the charge if he uses his Chainsword (otherwise only 7 PF attacks... what a shame).
I would say...
-Karandras
-2x8 Striking Scorpions, Exarch, Claw, Shadowstrike
-1x10 Howling Banshees, Exarch, Mirrorswords, Acrobatic
-3x10 SG, 2x Flamer
-3x Wraithlord, BL, EML
The Scorpions infiltrate (none of this Outflank crap), the SG screen the Banshees, and the Wraithlords support them, ideally staying out of CC as long as it takes to dispose of enemy tanks. The enemy will have little time to decide what exactly they want to shoot, and some nasty CC unit will reach them along the way. Be careful how you use your SG though, they could make you lose a combat that you would have won had, say, only your Banshees been in the fight. SG should ideally get the charge, otherwise they will rip like wet tissue paper.
Give it a run, I like it.

Haha, I threw it together as something of a joke on myself and in hopes of at least having a base to start from rather than "Hey guys, what's a good assault list?"
Eldrad is indeed better in shooty armies, but in this one I figured he would be there to Fortune him and Yriel and Doom people the 'quins were about to charge. Everyone would stay in a rather close area begging to get a template launched at them.
And honestly, I totally forgot about the Phoenix Lords...

I think you need to rethink the list alittle, i like but could be better. take out eldrad and put one of the phoenix lords in. and for some more anti-tank put a fusion pistol or two in the harlies as your enemy cant shoot them till they get close and will ignore them till you are close. and maybe take out the defenders and replace with my storm. i take this is a fun army opposed to a compedative

If you are planning on running with a lot of guardians, the Avatar is a good way to go (much better than Yurial). Other than that, if you really want a hand to hand force, scorpions and banshees are the way to go.
