I have at my command an entire battle group of the Imperial Guard. Fifty regiments, including specialised drop troops, stealthers, mechanised formations, armoured companies, combat engineers and mobile artillery. Over half a million fighting men and thirty thousand tanks and artillery pieces are mine to command. Emperor show mercy to the fool that stands against me, for I shall not.

Well, there is a thread in the Dakka fiction called 'Xanthus Sub-sector' where folks can design a planet, maybe design your battles around that? different objectives on different worlds for the different armies.
Also... limitations on the armies due to outcomes from success and failure ie you win this battle on Barrabus (my world  ), where no flying units may be used (jetbikes, jumppacks etc) due to the typhoon like general conditions (maybe also reduce the range of all guns by a third and if you are victorious as chaos/renegade you get 'Veringah Hellstrike' (who you liberate from jail and has the stats of a callidus assassin) if you are imperial, you may add a unit of penal troopers with explosive collars (humans with assault weapons who may be 'detonated' in close combat as long as the nominated collar controlling character is still alive).
The only problem I see with campaigns are tyranids since they just eat everything, leave them out and use your traitors, you and your opponents can 'grow' your armies as time goes on. (successful battle on the Forge World? you may now bring a Baneblade to the field thanks to some grateful (or enslaved) adeptus mechs!
Once you've kick-started the flow, your ideas won't stop

You may want to consider digging up a copy of Citadel Journal 42, which had rules for a campaign called "The Chrysos Campaign." It is fairly straightforward.
Additionally, you may want to score a copy of The General's Compendium for Warhammer Fantasy Battles. Even though it is for fantasy, the map campaign rules are easily ported over.

How about this: alpha legion corrupts some guard, while necrons are invading, necrons invade, provoking the eldar, and space marines come down to try and make sure it doesn't have to come to an exterminatus, and uhh.... nids...... come in for funsies? normal guard are just there to begin with? I don' know.
