Can an independant character join a unit in assault?

Short answer, yes, but they are always treated as a separate single-model unit.

Long answer, do you mean, an Independent Character that has joined a unit, or an Independent Character that is around the area of another unit (but not part of said unit)? If an Independent Character has joined a unit and that unit assaults, the Independent Character must assault with that unit, and then the IC is always treated as a separate single-model unit.

These answers can be found on pg 47-49 of your 5th ed Rulebook. Specifically pg 49, Independent Characters & Assaults.

Reading the rules for IC, pg 48, the rulebook clearly states, An IC may not join or leave a unit while either he or the unit is locked in combat or falling back.

Now your IC can assault on his own, but they can't join the unit. You effectively, get the same situation, since your IC is considered separate if they are with the unit or not as far as targeting goes. If you loose an assault, they would be treated as different units, if the IC was attached to the unit, you would treat loose results as they were all the same unit, thats where the difference is.
