If you stick a BSB with the Totem of Prophecy into a unit of cav. or kroxigors do they cause terror? Taking the wording certain spells into consideration which make units cause fear unless they already cause fear in which case they case terror, I would think that it might.

Fear + Fear Does not = Terror.

However, Fear + Specific Spells can = Terror.

It's all to do with the wording of the item or spell.

Yep Mad Doc hit the nail on the head. For that item to do what you want it to do it needs to have the same language as those spells which it does not.
