So, I still haven't played a game of 5th. So please help me make sure I'm reading this right:

1. If I take shrike, he can join a unit pre-game and then they infiltrate. So I could have infiltrating bikes or jumppackers.
2. If I take shrike, jumppackers can fleet. And in fact, jumppackers can always run, even after they deepstrike?
3. I pick who takes saves, so throwing a single storm shield in a unit means I can put the one powerweapon hit on that one model?
4. Scouts can always start off the board and come in on a random table edge?

1. Unsure, I don't have shrike rules handy at the moment.
2. Yes Shrike allows the unit to exchange combat tactics for fleet. You can run after deepstrike. You are however explicitly prohibited from running after declaring the special deepstrike assault that the veterans have access to.
3. Yes, except in the case of ICs, which still count as separate units for allocating hits and resolving attacks.
4. Yes. Though they've lost the ability to always start on the board, unless the codex states otherwise.

1. That is how I read it.
2. Yes, fleeting assault squads, terminators, anything with combat tactics in their list of rules. Also, you can run after DS but fleet does not let DSers assault if they run. There's a thread here somewhere about that.
3. Yep.
4. Yes anything w/ inflitrate or scouts usr can outflank. Also the Khan guy gives outflank like shirke gives fleet -- he also allows his mounted units to do so (so assault terminators in land raider can outflank w/ Khan, as could assault squads or units in rhinos). As an aside, eldar striking scorpions can outflank in a wave serpent and chaos chosen can do so in their rhino.
