I read the description for Ammo Runtz in the Ork 'dex, and it says you can re-roll 1 to-hit roll. Placing the template for Burnas/Skorchas is kind of like a to-hit roll, so would using an Ammo Runt while placing the template allow you to place another template?

Another question, can you take more than 1 Ammo Runt?

No, absolutely not. It's not AT ALL like a to-hit roll, as there isn't even any rolling involved! Flamer templates don't roll to hit, making Ammo Runts useless for models armed with Flamers, and Flamer equivalents.

MinMax is correct you cannot place another template down for your "re-roll"
But one thing to keep in mind is that an ammo runt does allow you to re-roll the scatter for blast weapons like a SAG
