Doubtfull, at best, and that's only because I don't have my books in front of me to be sure on the wording.
Seize Initiative is not a 'roll to go first'

As a regular user of the Tarot, I say no. As to "wasting" points, just because you win the die roll doesn't mean you must choose to go first. It (the tarot) helps you to force your opponent to go first.

One die roll determines both who deploys first and.............. who goes first. So there is a die roll that determines who goes first. It just happens to also determine other things as well.

It says you roll before deployment, and if the dice roll is different, you get +1 on the dice roll to ascertain who goes first...
So, I guess I'm wondering if we roll for it before either of us deploy, could I use it when using the seize the initiative rule, as I see that as ascertaining who goes first (and if I use Sicarius, I'd get to reroll it... Might be OK to go first in a drop pod army...)

Right, but I'm saying you roll the emp tarot before deployment (like the rules say), then when you roll for seize initiative later you know if you get the +1 to the roll
