pretty dumb question, but in the RB it says that glancing hits are minus 2 on the damage chart. would that mean a roll of 1 or 2 will result in not effecting the vehicle? thanks in advance and sorry for the dum question.

Yep. Never trust summaries. When in doubt check the text of the rule. MinMax has it. The card that came with a white dwarf and the charts in the back (iirc) just have the one and six, but the or less and or more are in the rule text.
