I have an opponent who regularly uses Eldrad. If I field a Librarian and an Inquisitor Lord with Psychic Hood, can both of them attempt to negate a successful power? I.E. if the Librarian fails to negate the first power used, can the Inquisitor attempt to negate the same power as well? Assumption is that all other preconditions for use of the wargear are made.

No just one attempt is all you get. No matter how many hoods you have. I believe the hood description states that.

The DA version only allows one hood per power , I would assume the new, lesser, SM hood has the same wording.

From Codex Witch Hunters:

Declare that you'll use the psychic hood after an opponent successfully made a psychic test, but before they have used the power. Each player rolls a d6 and adds their model's leadership value to the score. If the Witch Hunter model beats the opposing model's score then the psychic power is nullified and may not be used that turn. If the opposing model's score is equal or higher, it may use its psychic power as normal. The psychic hood may be used each time an enemy model uses a psychic power.

Nothing in the Witch Hunters codex prohibits multiple use. I will have to go fetch my Marines codex from the car but remember the wording being identical except for the inclusion of a 24" range restriction.

The C: SM version has the line "If there are several Librarians in range, only one can attempt to nullify the psychic power - you must choose which."

Mileage with old codices does vary, it appears.

So the question is: Can an Inquisitor and Librarian make multiple attempts to negate a psychic power since the Inquisitor Lord with Hood is not a Librarian?

C:WH does not have this restriction. A WH Psychic hood can be used each time a enemy uses a psychic power.
C:BA is the same.

I guess someone could argue that this line prevents the hood player from making another hood attempt. If the hood player is being told that Eldrad "may use its psychic power as normal," you'd be breaking that rule if you did something else to prevent it, ie, if you used another another hood.

I'm not saying this a great argument.

Um...What I mean is that the end of that line you quoted just says he may use it normally, just as if there were no hood around in the first place.

So, in effect, if another Wh psychic hood was around (btw did not know the Wh one was written that way, cool) then they could be used consecutively. But, its not that big of a deal anyway, from what I understand, I think only inquisitors can have them...but I suppose you can feel your elite slots with them if you wanted.
