Subject: Cypher in a CSM army.

Hey I wanted to make Cypher and his Fallen Angels theme for a CSM army I was thinking about. Now I wanted to use the actual Cypher model but do you think he would work as a "counts as" chaos lord (undivided) with a deamon weapon (pistols in hth) and of course rolling the 1 would be the overheat from his plasma pistol. He is supplied on the basic 25mm base but I want to use the 40mm base for display.
I wanted to know from the online community if I brought him to a tournament game if it was ok or shenannigans.

The counts as, and your justification, are fine. I can't imagine anyone complaining, so long as it was clear to them what his gear was on your army list.
The base...will probably cause you issues with some people in tournaments. Personally I wouldn't care, I don't see how you'd be really giving yourself an advantage with it, but this would be somewhere where someone would at least have a reasonable option to be a jerk about it.

Crazy idea that you might hate:
Use Sicarius and the basic marine codex in a counts-as Fallen Dark Angels army. He's a very influential tactical/support HQ that makes one of your squads "special" and his leadership reflects his ancient-ness.

I have never seen an issue with anything like this before in tournaments or otherwise. In fact you will probably get compliments if you are good with scenic bases and for the great idea of running a fallen CSM army. Also, the RB even brings up scenic bases and heroes in well...heroic poses. Again, the 40mm base will not be a problem if you use it for more scenery. If you just use a 40mm base just to have one, then I can see some sore loser complaining about it. Actually, lol sore losers will probably complain about a beautiful 40mm scenic base too, but I guess that is what makes them a sore loser. Either way in my experience you will be fine and the numbnuts that do show up at tournaments with bad attitudes are actually pretty rare and the more common players are very great players and fine gentlemen.

Not sure how that's relevant to the initial query, really.
As for the OP, knock yourself out, the only problem you might get is the base size in tourney settings, but if you scenic the base up, even that should be a non issue. Just go over it with your opponent before each game (which should be standard procedure anyhow)

Shouldn't be a problem at all. Regardless of what the BGB says about bases, the player base knows a good model when they see one. It also helps that you have a great theme for your army to 'sell' the counts as model.
