I just thought of this, It would be a difficult list to play, as the tactics you use would be terribly important. It might be fun though.

this list would be death to anything mechanized, and against troop heavy armies, it should be able to use scout to offer the refused flank and only fight half the opposing army in the first few turns.

Well, the RW attack squad spam is a viable option.
In terms of first turn charge, it needs to throw the whole army against part of the enemy.
