well im designing my army and recently decided against an eldar monstrous list, instead opting for a mechanised list. so here it is, tell me what you think, its probably very standard, but im hoping if it is standard that means they'll be lots of opinions on wargear and weapons on the tanks etc.

It would be a good idea to get one more scoring unit at least, maybe a couple. To go with your idea of speed a couple mini units of bikes would be nice, or possibly one midling tough unit of bikes.
There are several place to get a few points from your list. First, strip down the prisms. You can free up 130 points by running 2 naked prisms. With all of the armor that you have running around the prisms should be low on the target priority list. If by some chance they are attracted to shooting at the naked prisms then count yourself lucky; your important units can operate freely. Another good place to get some points is from your fire dragons. The exarch doesnt need a pike, your squad should always be inside regular melta range. The tank hunter ability is also iffy, since inside melta range they should easily score multiple penetrating hits without it. This would then let you drop the exarch altogether and just have 6 vanilla dragons, a fine anti armor force dropping out of their transport.
Speaking of which, since only str4 weapons count as defensive weapons now, the falcon is no longer a great vehicle to use in the assault. (unless you swap out the scatter laser and use eml in blast mode, str4 blas) Dropping the falcon you can pick up another serpent for the dragons, tooled up it with BL, vectored engines and spirit stones it should still come in slightly cheaper than the falcon.
With the points from these changes you can add some bikes, or since you freed up a heavy slot you could even add a third prism. Three naked prisms give you a lot more options over two tooled up prisms. Or a walker squadron to add some firepower.
Just some ideas to consider, nothing very fancy but some ways to get a few more bodies into the field for you.

Good points, but I have had some success with tank hunters. TH allows my FD's to take out Land Raiders outside of melta range. increasing the threat radius to 18' instead of 12". I might add, it means I can keep my FD outside of more marines rapid fire range. Of course, I run 10 FDs with the pike (to increase the threat radius to 24") so my dragons are a little less one shot than most.

My goodness, too many upgrades.
Drop the Serpents' star engines and the Prisms' scatter lasers.
Vectored engines are only useful for very fast moving tanks, e.g. those with star engines. As long as the tanks do not move over 12'', vect. engines are useless.
Runes of warding should be taken once, it has no effect if taken twice.
Think about taking naked Prisms as you have three of them.

yeah I meant runes of witnessing not runes of warding, I did actually price them as runes of witnessing, I just wrote the wrong name.
about naked prisms, surely keeping holofields is pretty importent, as otherwise lascannons and railguns are going to snipe them of really fast?

I personally enjoy holo-fields on Fire prisms, but when I run them, I don't run wave serpents so all anti-tank hit them. Honestly, can go both ways with holo-fields in your army. Your swooping hawks are costs at a 10 man squad btw, and I personally enjoy the sunrifle on my Exarch, 6 shots from one guy causing pinning can scare the enemy, even if it rarely does much. Not a fan of skyleap, but that's probably personal preference. Runes of witnessing usually aren't needed, even when using 2 powers a turn. Runes of warding is a good upgrade for a few pts to quickly make your army more of a "take all comers". Still don't think star engines are needed on the serpents, unless you play on a big table and really think you need to move 3' followed by another 1' your next turn to drop off your avengers, for a total 2 turn threat range of 5.5'
Also, might be preference again, but I've never felt guide and spirit stones very worthwhile with BS4 maybe try out eldritch storm or mind war, see if you like those.

Runes of withnesses are not a must-have. Drop them and give one Farseer runes of warding.
Serpents benefit from stones. A vehicle that can't move is being hit automatically in cc next turn into the rear and gets possibly destroyed. Drop those star engines, you don't need them.
Hawks are one of the worst Eldar units. Drop them for another troop choice, like 10 Storm Guardians with 2 flamers in a Serpent.

Runes of Warding on one Farseer should be mandatory. I've used Eldrad so much and I've typically get a perils of the warp hit every game b/c of rolling 3 dice.
It looks like you are building a tourney style list. I second dropping the Hawks in favor of another Troop choice. Wuestenfux's suggestion is pretty solid.
Not sure how Star Engines really benefit this army. Your tanks already move 24", so I don't think keeping your army at a good range away from your opponent's army will be that difficult.
