I challenge anyone to come up with something cheesier AND a way to defeat this list (barring bad dice rolls)
Seer Council on jetbikes
Farseer (jetbike, Doom, Fortune, spirit stones, runes of witnes)
10 warlocks on bikes (1 embolden, 1 enhance, 8 destruct)
2 squads of 8 jetbike guardians (2 shuri cannons)
each with warlock on bike (destructor)
1 squads of 7 jetbike guardians (2 shuri cannons)
each with warlock on bike (destructor)
4 fire dragons
exarch
in waveserpent (scatter laser, spirit stones)
3 fire prisms (holo field)
tactic is doom and blast, move around so your not locked in combat except the council which charges with fortune and kills anything. I have yet to see this army lose a game or for that matter, leave someone on the field after five turns.

I think the IG min max army will deal with it.
10 chimeras 550pts
100guardsmen 500 pts
10 lascanons 200 pts
10 plasma guns 150 pts
May aswell do 3 psyker battle squads mounted up 165 each
This is a rough make of the list and there is still room for the CCS and such.

I really think you don't understand how powerful a jetcouncil is. The army could avoid you till the last turn or so then rockit forward cleaning off objectives with fireprisms and shuriken cannons and the seer council and win. Lascannons in guard squads are meh. Your wasting so much putting one in the squad. 1/2 chance to hit 5/6 to wound mean that out of 10, 4 will make it and with Eldar getting their jetting cover saves that means that 2 jetbikes per turn die. Not that special.
The army isn't as bad as you think.

Yeah its good, but a lot of people know how to get rid of NBikes because it is massivly played. And I would bet seercouncil over NB's. Doom + Enhance + 3x Destructors + Fortune = win.

The army isn't as bad as you think.
The lascannons are for the tanks. SUre if this were a complete meta game missle launchers would be taken instead. Your seer squad is given full fire power until it takes 25% casualties, then gets weaken resolve so it flees off of the board. You can try as you might to "clean off 100 guardsmen off the objectives in one turn.
The way I see it you have one turn of shooting before you get it back from the guard. Your bikes and wave serpents will have to try and get side armour on the chimeras. The fire dragons dissembark for a whole chimera kill. In the next phase all lascannons give it to the fire prisms and the chimeras and psycher squads make the bikes run away. 5 chimeras should kill 3 jet bikes (or more) each turn. 10 las cannons should get 3 results which should would silence the fire prisms on anything except for imobilized. The plasma guns shsould be good for another 2 in later turns.
Also there are enough chimeras and infantry to clutter an objective to make it impossible for the bikes to get within 3".
And there is still room for more units. An inquisitor with a psychic hood to shut down the powers you can use when everyone is mounted in tanks.

Make sure to make that an Inq. Lord so you can take a callidus assaassin. on the turn she comes in you weaken resolve the seer council and hit them with the shredder for instant death ( with only a 60% chance that fourtune will be working). Thas assuming they arn't already running due to lascannon fire.
My Salamanders LOVE facing jetbike seer councils. As long as my redeemer can get vulkan & his assault terminators within 9.5" they can charge once they get out. This is assuming they are needed. Melta still works wonders on fire prisms and I can generally have 5-6 melta shots on the first turn thanks to attack bikes, a land speeder storm & my scouts.

I played against a list liek that with a CSM Rhino Rush and all of my squads assaulted his council on the same turn. I won the melee on turn 7, though his frikkin tanks were parked on the objectives with troops inside.

I think any gunline army (especially the new guard) or an Ork Nob Biker army might do the trick against that group. I think just about any setup where you can force them to get close to a gunline would be the best bet though, as is the case with most low model count armies. And because I know the counter will be "but they'll only get one turn of shooting if I turbo boost" but with the proper allocation of fire all it takes is one turn to lower those guys down enough that any close combat unit worth a dime can finish the job, I don't care if you have a 1+ rerollable inv save it still can't beat Nob Bikers  .

Any decent guard list with 3 Battle Psy units will spank the eldar.
Even with runnes you'll get at least one weaken resonlve off, cause 3 kills and the council running off the table (or just pin them with barrage). After that it's a fairly easy game for the guard.

Zoanthropes with Shadow of the Warp, hiding in the back could do some damage without ever attacking. 3d6 and take the highest for leadership with all those psychic tests will really screw you over.
