Looted Leman Russes tend to look good if converted well.
You could probably have some excess bits after you build another ork vehicle like a battlewagon. If you buy a couple of ork vehicles you should have enough to make a looted vehicle or two

Decide what options you want on it and go from there. If you want it to be a transport then you're going to want to go with a different vehicle than if you give it a boomgun.

Uh, it really depends on what you plan to use them for.

With Orks the sky is the limit in terms of design, although LOS considerations are important. Trukks and Battlewagons already fulfill the transport and heavy transport roles. If you want a tank, go for the looted Leman Russ (It does have a really nice Boom Gun). I feel the Heavy Support entry of Looted Wagon is really just for Orky flavor and not a real tournament consideration for me. If you're that unsure, Google Ork Wagons/tanks, find something you like and replicate it. That will at least get you started.

Me, I like the looted Leman Russ. That's my Orky Heavy Support fun vehicle (Mostly thanks to Dawn of War). I like the idea of the Blood Axes looting Leman Russ' and making them look Orky yet still Blood Axe functional (whatever that means, it's a fine balance and VERY open to interpretation). "This tank makes the loudest boom!"

Actually, the Ork Barricade packs have some nice armour plating on them. I threw a few on a Basilisk, and voila! Looted Wagon.

You know, you can't go wrong with random pieces of plasticard (or just plastic packaging from any product in the supermarket) painted up like armor plating and maybe given a few orky decals. I also like cutting off the reference numbers from sprues and using them as though they are fragments from fortifications of vehicles. If all else fails, you can always special order some Ork glyphs from Games Workshop.

What to loot? Depends on what you want to use it for. Rhino for transport, Leman Russ for a boomgun, or Monolith just for gaks and giggles. Because the looted wagon rules are pretty much identical regardless of what you use as your base, I say go nuts.

Me, personally, I have a looted Dreadnaught ("counts as" Deff Dred) and a bunch of 'Ard Boyz with scavanged bitz (Space Marine, Chaos, Tomb Kings, Brittania, you name it!)
