The text for this power says it automatically hits? Does this mean I don't have to roll for scatter?

It was written for 4th ed, where you rolled to hit as normal. It does say you automatically hit however, so I would say No scatter.

The scatter roll is the to hit roll for blast weapons so no you don't roll for scatter.

Effectively yes, but not technically.

Either way, I'd play it no scatter.

When you roll the little target symbol that means your blast doesn't scatter, that is a hit.
