This came up discussing Tau in another forum and I was wondering... which armies out there DON'T have some kind of over-arching easy-to-access leadership/morale modification rules.
The Tau can have one Ethereal, which provides re-rolls of morale tests to anything within Line of Sight ... but to provide that to a significant amount of your troops, your Ethereal must be in Line of Sight to a large portion of the enemy army too and as such are fire magnets. As such, most Tau armies don't have any modifiers, and have a standard leadership of 7.

The only other codices i have are:
Nids - Fearless when within Synapse range, and
Orks - Fearless if above 10 models in a squad.

What other rules are there for other armies?
Does leadership/morale really matter that much anymore if everyone and their Squig is either fearless or has re-rolls?

Yeah, I see what you mean. Sistas can be equiped with a book that lets them take the unmodified leadership of themselves always. (and other units withing 6" can too).

Eldar: If Avatar is within 12" they are fearless.

What about Dark Eldar?

Eldar have some Fearless units (Wraithguard, Monstrous Creatures) and characters who grant fearless to their unit or in a bubble (Phoenix Lords + Avatar).

Warlocks can buy a power that allows their unit to reroll leadership checks - Warlock units, Guardians, Guardian Jetbikes and Artillery are the only ones who get this (Wraithguard are already fearless).

Everyone else is on normal morale.

Even guard have orders that make units fearless and re-roll leadership.

I really can't think of one. Apart from (mabye) dark eldar.

Its a little of both
For one, I can't help noticing that the Tau codex has a distinct lack of real special rules. Most units use universal special rules if at all, and I feel that this potentially makes Tau a less interesting army to play as - or it could signify that the game needs to go back to its roots and special rules need to be rare.

For another, I can't seem to make any of my three main opponents ever fail a morale test. Guard, Nids and Orcs all seem to be fearless/re-roll on stupidly high Ld. Some people tell me effective Tau armies utilize pinning, but that seems like a waste against these opponents.
So... can anyone point out the Ld rules that Daemons, CSM, SM, DE, Eldar, Sisters, DH get?

I'm also talking about Standard, commonly taken units/rules that don't hamper you in other ways. Like Ethereals for Tau are a waste of time, but taking squads of 20+ boyz is fairly common.

IIRC, the only way for Codex Marines to get fearless is to have a chaplain in a unit. They get things like rerolls from standards and have guys like Sicarus who get to give LD 10 to the whole army.

For X points, any CSM squad can have an icon for rerolling leadership. With a champion, CSM are ld 10.

Only Sorcerors, Possessed CSM, Chosen CSM, Terminators, CSM, Raptors, Bikes, and Havocs are not fearless.

DE have only 1 fearless unit: Talos, everything else is quite fearful. We may be crazed and bloodthirsty, but were not stupid. HtH used to be the playground for DE bu now with combat rez, you can lose entire squads with a simple -2 or -3 ld. Only way to boost ld is with troiphy rack and you must kill someone in hh to gain the ld.

dont forget Marines have combat tactics unless they take a character that replaces that. And they have access to stubborn.

The value of Fearless depends on the quality of a unit's saving throws. Units with Sv5+ don't benefit much at all from Fearless. Units with 4- do all right. Fearless Terminators (Sv2+) are much scarier. Basically No Retreat doubles down on the number of wounds they lost by, which can be much worse than trying to run away by losing the combat. Dark Eldar, with I5+, really shouldn't worry about losing combats too much, as it could be much worse for such fragile models to be Fearless.

they have combat drugs (at least the whyches do)and one of the many effects is to make the squad fearless.

True Emprahs Renegade. But if you gave drugs to anyone they'd be fearless too. (cos they won't know what's going on)

Sisters get the aforementioned Book of St. Lucius as wargear for any veteran sister superior or Canonness/Palatine, which allows the option for units w/in 6" to use the model's *unmodified* leadership for any morale or pinning tests.
Seraphim and vehicles with Holy Icon upgrades grant a +1, non-cumulative, to leadership of other (not self) units w/in 6" for the purposes of morale or pinning.
Arco-flagellants and Assassins are fearless.
Sisters Repentia move towards the nearest enemy if they fail a shooting phase morale check (the Mistress has Ld 10, so you pretty much have to kill her off to use this), and count as charging in the opponent's turn if they reach the nearest squad.
Celestian retinues may take a banner that grants fearless to units w/in 12".
Any faithful squad can use Light of the Emperor to grant fearless and regroup when conditions should prevent it.

Had my codex handy, figured Sisters are less well-known than some of the others you mention. Space Marines have bunches of fearless units, chaplains to grant fearless, special characters to grant fearless or stubborn, sometimes to entire armies, combat tactics, and ATSKNF. Loads of Leadership manipulation.

I'll throw in Guard that you are likely to see a lot of. The only way to get the Fearless stuff is to spend a lot of points on HQs. Commissars of both flavors help, too, but get pricey. That said, the Guard do have the neatest trick for really messing up someone else's Ld.

The biggest mitigator for Guard is the popularity of Mech builds. No leadership issues in a Chimera/Valk...until it explodes.

Most armies have at least some access to a mitigating Leadership factor.
