I know there over 100 chapters of marines and I have a bunch of unpainted/need to be repainted marines. I want to do a custom chapter. Is this ok with the space marine codex? I am new to 5th edition and was wondering if this is allowed. I also have a bunch of old space wolves and was wondering if you can still combine chapters like you used to be able to?

A new day, a new time zone.

You never 'used to be able to combine chapters.' However, paint scheme doesn't matter. You can paint every single marine in your army the colors of a different chapter, and as long as you're only using one rule set, you're fine. (for example, if you paint your assault marines like a Death Company, your terminators like Deathwing, and your bikers like White Scars, but you use the standard rules from Codex: SM for all of them, you're fine. What you can't do is use Death Company rules from Codex: BA, Terminator rules from Codex: DA, and then pick and choose from the SM codex all in the same army).

Maybe I am wrong or thinking orks but in 2nd edition or rogue trader if you had a 2000 point total army 500 points of it could be from another chapter? Everything else I am understanding!

That could be true, I didn't think back that far and don't have any of the relevant rulebooks to confirm.

My SM chapter isn't really a chapter. It's broken off and takes in members of disbanded chapters since chapters are always being created and disbanded hence I have 1-4 different chapter colours in each squad (also helps that I trade A LOT).

EDIT- Working on the fluff and special characters right now.

are you saying like borrowing special units from other chapters for use in your own chapter? (like baal predators)

You could always use the color scheme like someone else already said
but the rules must be the same. Like if you were useing the SM vanilla codex
you cant use the baal predator cause its from an other set of rules but if you had the
blood angels one you could use it but the rules would not allow the use of any other codex
but the blood angels one. But painting wise you can paint it any way you want as long as you are not
breaking any rules and fallow the rules of the army your playing.
If your like me the fluff is just a word that describes what writers have to say
about the 40k universe and has nothing at all to do with the game play so
as i said if you were like me fluff wouldn't stop you from making interesting combination in your chapters mix of chapters.

ok I basically understand, back in the first codex when using an army over a certain point value I thought a certain percentage of the army could be different chapters or clans. I guess not anymore. I will paint how I want and use the SM codex

The Deathskullz (or maybe Blood Axes?) used to be able to use Imperial vehicles back in 2nd Edition, but they no longer really have that option. (IIRC correctly there is a looted wagon entry in the current Ork Codex to represent any orkified Imperial tanks, but no one ever seems to use them, so I assume that they are highly points inefficient.
