I think that every army should have some sort of Titan, or at least a heavy vehicle, the Necrons need one, and GK's could use more dedicated vehicles being the Imperiums' toughest line o' defense against deamonic incursions and all that good stuff.

I was actually thinking about making a necron warrior titan and a necron destroyer titan FTW. Destroyer= LOTS OF BLAST TEMPLATES.

A super-heavy walker would be against the Tau's style. The manta is as close as they are going to get. Maybe a super-heavy skimmer if you're lucky.

Necrons don't, Tau don't, Dark Eldar don't, IG don't, Witch Hunters don't, and the GK have no specific ones.

A giant church on tracks would be awesome for the WH, Titans aren't really DH style, Dark Eldar have titan-hunters, Tau have the Mant.

The necrons could probably benefit from like a giant monolith or tomb spyder looking thing.

For the 'Crons, some sort of weird Baneblade type thing with a Necron Lords' upper torso mounted above the turret. Everything's possible in 40k.

i could see the Tau rocking a Metal Gear Rex like thing. Also the tau need something between regular stuff and the Manta. That thing is just too bloody expensive.

I agree that each race should have access to a few super-heavy choices; however, not all races should have Titans. Titans fit the Imperial war doctrine (heavy handed, inefficient overkill on legs). Since the material Chaos forces were once Imperial, they too should have Titans (and do) as well as other super-heavy Imperial war machines. The Eldar field Titans and super-heavy skimmers in response to Imperial Titans and super-heavy tanks, they just build their's better and to their own specific doctrine. Orks also build Titans (Gargants and Stompas), and like the Imperials and Eldar they too build their Titans to fit their own self image/war doctrine. Tyranids have Bio-titans, which again fits their overall life cycle/doctrine.

Now, Tau seem to be based around heavy hitting yet fleet skimmers with a quasi-aquatic theme, so Titans don't really fit yet super-heavy skimmers do, especially ones that act as transport for their armour infantry. Necrons have Monoliths, which frankly are the closest you can get to super-heavies in a regular game without them actually being super-heavies; to this add in their Pylons and Star Gods, and Titans just don't fit their war doctrine. Dark Eldar actually should have some kind of freakoid super-heavy skimmer with a Weapon Skill and weird-ass mid to close range combat options which definitely does fit their doctrine.

Marines, Witch Hunters, and Daemonhunters are Imperials, and while they do not need super-heavies in their force org charts, Marines and Grey Knights do have Thunderhawk gunships in there armies; while not Titans, they are super-heavies and they do fit both groups' war doctrine. In the fluff, Grey Knights should be able to call upon the services of Psi-Titans (battle Titans with the same weapon focus as Grey Knights), which were available in Epic 40k yet have not been represented in the current game set. Witch Hunters have no super-heavies, yet they work hand in hand with Imperial Guard who do have super-heavies and can call upon Titans as needed. As such, these guys are all covered under the Imperial Guard/Titan Legion super-heavy umbrella.

Taking all the above into account, I'd say that the only group not represented equally are the Dark Eldar, as everyone else does in fact have super-heavy options that fit their specific style of combat in either Apocalyse or through the Imperial Armour books. Imperial Armour does allow Dark Elder to take Eldar super-heavy flyers, but that's not really a fair trade.

Necrons have bigger monolith-types and pylons as super heavies.
Tau have flyers instead of super-heavy walkers.
Daemonhunters do not merit their own special titans. They get the same titans as the rest of the imperium.
