GW staffers hate Cypher, because people constantly want his rules, and he's not a valid character anymore for in game play.

Don't use Lord Cypher, fluffwise. I am pages away from finishing Fallen Angels and he and Luther are bleeping bleep that bleeped the bleepy bleep and ruined Caliban with their stupidity (unless something changes in like thirty pages).

he's not valid in game play anymore? :( Darn I was going to make a fallen angels army. Why do they sell his fig on the site if he's not tournament legal. If anyone could dig up his old stats and PM them to me that would great. At least I could make a fun army

you can just use the Chaos Codex and mix the Chaos bitz with the Dark Angels sprue (with the robes and all).

Cypher's stats are in white dwarf 281. Email GW and they should email you the stats back. Or buy the issue.
