1. Is Lucius the Eternal good in a Slaanesh army?

2. Would anyone want to see Lucius in Iron Warriors armor?

Lucius is interesting. He likes killing MEQ/TEQs, but he flounders against most GEQs and MC/tanks. He is very good at killing other high-value commanders where his high weapon skill and initiative really shine. Whether he is good in the army or not depends on what you take in your Slaaneshi Army. Generally yes, as shooty NM waste GEQs, and CC NM make for a good entourage for when he goes HQ hunting.

I'd play against a Slaaneshi cult of Iron Warriors, and I consider myself a fluff Nazi, so that is a good sign.

He can't infiltrate, so the Chosen lose it if he joins them. They can't even outflank with him.

Darn, i always forget these things, but he would be great in a rhino, with some chosen with melta's or lighting claws, you get the idea.

You have to steal the loyalist ones and put extra spikes on them. Same thing with the Meltaguns, and what not.

I think ill get lucius, a box of csm make them(<-) into chosen
buy some loylast claws give green-stuff em, give them to the chosen
them and throw that squad in a LR and they'll be alright.

Would loylist termie claws look alright on regular csm?

Of course, just add spikes and skulls man. Or you can be lazy and just paint a chaos emblem on there

Loyalist termie claws on regular CSM? Absolutely not, the arms would look hugely over-sized. The Termie LCs would look fine on Chaos Terminators, though, with a little Greenstuff or otherwise highly creative modelling.

An easy way to make loyalist stuff look chaosy is to give it a dip in acetone or some similar paint-removing material that should only be used on metals. It gives it a pockmarked look if you do it right.

Almost all of my champs have termi-sized gear somewhere on them. With options like tentacles and spiky-mutation arms, why not a hellboy fist too? I say go for it, just do something to either heavily balance or heavily unbalance the model as a whole (I prefer a gimpy side and a huge side, like the new Megatron).
