It seems to me there are no dark eldar psykers. Isn't that a bit odd considering how powerfully psychic craft world eldar are?

Two points:

1. All Eldar as psykers technically speaking.
2. Dark Eldar don't use Soul Stones or Ghost Helms, and therefore have none of the protections that the Eldar have. To Slaanesh they are like psychic flares, so it is too dangerous for them to use psychic powers. This is the reason they torture people - essentially hiding from Slaanesh in plain sight by clouding him/her/it with the pain of others.

Correct, furthermore he abhor psykers because of its link to the Warp (Dark Eldar hate the Ruinous Powers as much as anyone else... cept Chaos) and to that end like to make special 'playthings' out of psykers. If I recall, they have a special box with the trapped and tortured soul of a psyker inside. Once opened, the box lets out psychic explosion or something.

Anyway, I'd say that it's too dangerous for DE to use psychic powers because of Slaanesh.
