I recently redesigened my Skaven list that I plan to take to Fantasy 'Ard Boyz. I added in some Leadership rotection as I seamed to need it in my test games. Anyways without further delay here is the list. Comments and criticsms, please.

As a fellow skaven player who played a 2999. A screaming bell at that point value is more of a hinderence then a help, your army frenzy's it runs forward and you lose control.
The brass orb, I pretty much feel its useless. I've never had the luck to be effective with it unfortunately. I'd much prefer a death globe and scroll.
I go 25 clanrats, i don't think its much different than 30, cuts the cost a bit. Also with all the crap with regen at that point value, have 1-2 warpfire throwers is nice.
At 2999 I ran the identical grey seer set up. My atypical warlord for 2250 is: weeping blade, heavy armor, enchanted shield, warpstone amulet. I then run 3 engineers and play the warlord bump to keep ld 10 everywhere.

I apreciate the advice, but I have to disagree. The Bell is super good minus that one result, another result of 10 will ruin any Dwarf or Empire player's day. The Orb I know is hit or miss, but with things like Kairos and Kolek about I feel it is worth it. The extra five rats per unit is to keep the rank bonuses up longer.

a good trick for the brass orb is put it on an assasin and skitterleap it to the chosen target, throw it then scamper of. You can hide the assassin until you need to skitterleap it and watch you opponents go:
"hey, where did my slann go"

Go with the bell if you insist, but I feel your list has some serious flaws. My 2999 list if it helps...
The Grey Seer+2 engineers was more than enough for magic at the point value.
Skaven need a BSB, they run to easily, the BSB keeps the army in check.
The Storm Vermin unit, while a point skin, was excellent at the point value, including the BSB, it has a beginning res of +8... it broke most units it fought by using hw/sh 3+ save in combat.
2 Ratling guns was more than enough, the night runners we invaluable vs all the fast cav I fought, your army has not answer for fast cav minus magic.
Weapon teams are 1 wound, and do not benefit from the negative modifer to shooting, at that point value EVERY army has shooting to pinge them dead.
3x6 jezzails: to easy to render ineffective.
Grey Seer, lv 4, 4 stones, screaming bell, tenerous cloak, eye

Niether cav nor sniping is a problem at my game store. Typical opponents include Warriors and Daemons. We might get a couple of out of towners that might bring cav, but none that I know of have an army capable of cav. I know that weapons teams can be attacked, but not if they are behind my units. A steady march and then they fire off into combat.

Scenario situations:
What is your plan if a chaos chariot charges the screaming bell? It cannot declare a flee response due to being immune to psychology?
What is your play for flying rank breakers? IE those that charge the screaming bell IE blood thirsters etc? A ratling gun or 2 if it shoots into combat is then randomizing into: Your unit, then the screaming bell.
Your ratling guns cannot draw LOS to the back of your units to shoot into combat. They must be able to see their intended target to declare shooting. This is clear by the skaven book and the Lines of sight rules for shooting.
The Warp Charm is great on the engineer with the storm demon because you can do everything from preventing it from burning out, to not hitting your own engineer. You can just rotate the charm to the engineer and the scroll to the grey seer.
You are 8 points under, knock a clan rat off each unit, that's 33 pts. Take a giant rat dart unit IE deployed in a straight line. Use it to flank opponent and deny them rank bonus. It can at max bsb 3 models, most likely 2. You'll have 3 points left, add 1 slave using 2999/3000. Skaven are a great army for plugging in extra models to make sure you used every last point.

Scenario A)- If it assualts the Bell I have done something wrong.
Scenario B)- Flyers, especially large wreacker ones, are big targets to be shoot/ magiced down immediatly. Yes it does random-ize, but my Bell shouldn't be in combat. I know I gotta draw line of sight to the unit i want o fire at. I figure the weapons teams will only be behind the rats for a turn or two, then pop out and shoot. It's a one use only and I would much rather it be on the Seer to prevent his miscasts.
Four Slaves or another clanrat, both seam better then dropping the units down for a rat orge.

Who mentioned rat ogre? Giant rat dart IE 1 giant rat pack and a pack master in a straight line, its unit str 7 and negates rank bonus for minimum points plus they are "throw away deployments."
I always have the 3x2 globadiers for that, so basically you see a quarter of your opponents army before you commit to your own deployment. That alone has probably won me many games at the GT and Gamesday level with skaven. Plus globadiers are golden vs steam tanks and greater demons.

Ah, yes right I forgot about those. While useful, it seams, I don't think it would be worth it.
While that may be I don't thik I could aford a bunch before 'Ard Boyz.

Keep them in mind for later down the line. I've used them effectively vs warmachines and fast cav. They work pretty darn nice when opponents forget how mobile and disruptive they are. They are also excellent for gaining a rear charge bonus by hiding them behind terrain facing into your own deployment when your setting your rank and flanks.

Your talking about the Globadiers right? Yeah I could see that, its just I don't have the money for them. After 'Ard Boyz though maybe. Its not, bt 2-3 months till the new book comes out so we'll see.
