The math on this list worked out far better than I thought it would, so I decided to post this list. The concept for this list is massed men and firepower, so no special weapons, no gimmicks, just more men and guns than you can shake a stick at. the command squads are there for orders, nothing more. No astropaths, or officers of the fleet, they are too expensive. if anyone makes an army like this, my hat is off to you. I for one don't have the patience to paint 274 guys.
the infantry squads blob up into 4 30 man squads with a commisar. the command squads take their place behind the blob squads to give orders, the heavy weapons squads for a line in front of the blob squads, so that if the regiment is assaulted, they just kill a 65 point heavy weapon squad, then take first rank fire second rank fire to the face.
the lascannons are for MCs and tanks, and so it doesn't matter if they fire though the heavy weapon squads, and bring it down! will make them much more effective againsts those targets.
this army fears templates though, and any army that can massive amounts of ordinance or blast a long way will chew it up pretty well, if they ever get a chance to fire. 9 executioners is this armies worst nightmare. the only hope is to get first turn, and get lucky with LC shots. but I would not bet on this army against a significant force of executioners.

autocannon teams are 75 points, unless they're all 2 mortars and an autocannon....
basically any army with more than 3 or 4 large blasts (IE most 2500 IG armies) will do terrible, terrible things to this army. Sadly so would land raider spam; not a meltagun in sight.
3 LRBT with 3 heavy bolters each, with 3 griffons hidden behind them; less than 750 points to pick this army apart in 3 or 4 turns.
200+ guardsmen would look impressive, I just think you'd be taking them off far faster than you set them up.

Str 7 would need a 7 to glance... So how would they even take out a single land raider or monolith with 14 all around. The few las cannons you have would be prime targets and would be quite easy to destroy with a volly of fire

Quoted for truth. For the record though, maxing out the heavy weapon teams like that looks very scary on paper. I can't imagine anybody being able to get close enough to this line to kill them... unless they deepstrike. Also, you are COMPLETELY static... there are no maneuverable elements that can score as well... unless you forfeit the shooting of some of your weapons. With no way to kill deepstriking termies, I foresee only fail as the termies roll from squad to squad, inflicting death and devastation. And as said above, anything putting out more than 1 or 2 large blast templates are going to inflict massive casualties on this list.

Not really sure how you plan to win some games if you are completely static. Sure no opponent would be able to table you, but all they have to do is target your lascannons first. Then camp your objective with a Land Raider while holding his. Game over you loose.

I suggest you drop one platoon and get lots more equipment. Equipping each platoon with:
CCS - four meltas, powerfist.
Commissar - powerfist
Squads - special weapon each
would only cost you 85 points per platoon. Also consider putting the lascannons in ... hang on, do you have SIXTY autocannons??
wait, no, you don't. It seems like you're mixing two mortars and an autocannon in each heavy weapons squad. That's a pretty silly idea, because those two weapons don't work very well together. Think about dropping the mortars all-together, and taking only heavy weapons teams with either three autocannons or three lascannons.
Seeing as your infantry squads are the only things you'll be scoring with, you might not want to bother giving them heavy weapons either.

Many good points against this list, as cool as it might look, are already stated. I just want to elaborate something.
With that many models, you have two possibilites: Put each squads models as close together as possible and get slightly advantageous position - or put the whole army with around the usual 1" distance between models and fill up your complete deployment zone. That means, many squads, if not all, will have some models nearer that, lets say, 4-6" of the table edge.
Now, your enemy gets first turn. He has barrage artillery, a griffon, a basilsik, a whirlwind, some ork lobbas..hell, even a mortar squad - he has one of thosee. With that many models on your side, he can shoot anywhere, ANYWHERE - and he will hit something and he WILL kill something. You are somewhat safe from pinning due to Commissars and "Get back in the fight!", I'll grant you that. But if you lose 8 models of a squad - and that is VERY possible with one or two big templates - there will be a LD test and if you fail that, the whole 30 man infantry blob squad will run off the table, because it is so fething close to the edge by necessity. Not enough space.
This would really scare me. Losing 25% of your AV14 killing possibilites by one lucky barrage from a weapon that probably hides behind BLOS terrain...and maybe there's a second one of those. And they will fire again next round. And you can't move because there are HWS blocking your way forward, and when you move those, you can't use them. Really, this vulnerability to artillery is a huge disadvantage. Hell, even a MoO with his 3d6 scatter will probably hit something with his S9 big blast...
Reminds me of World War I, if you know what I mean.
