You mean, like as in separate heads that you don't have to hack off of another model? The only one that I know of is made by West Wind Productions (http://www.westwindproductions.co.uk/catalog/product_info.php?cPath=126_149&products_id=1141), and there are a couple problems with it if you want a full unit of them:

1) They only come a maximum of 4 furry hat heads to a pack of 20 random Russian heads.

2) While they don't have gas masks, they do have beards and sun glasses.

You could always use a bit of GS or bits of extra big pipe cleaners.
