IMHO I think this is a pretty good army, but then again I'm a newbie . Tac squads are fitted out for a variety of situations (as they should be since their called Tactical marines), Vulkan travels with a Rhino Tac squad while the Librarian travels with the DP tac squad. Most of the rest of the army is suited to both anti-infantry and anti-tank. Its quite obvious what the Terminators do.
This totals 1940, need help on how to use last 60 points.

Curses! Just when you've finally managed to bring the whole world under your evil influence some pathetic little Inquisitor goes whining off to the Adeptus Terra about rogue psykers and daemonic possession. I mean, do I look possessed? Well, do I? DO I???

While your army has a nice base idea, remember that you are most building around Vulkan Hestan"s abilites. Your whole objective when playing anyone is to crippple their main force, before the rest of the game starts. Whether its taking out the vechiciles first, or killing those infantry dug really deep into cover, which 5th edition has alot of.

HQ options: keep it the same if you are really hell bent on salamanders

Troops: MM/F marines only and by 2000 you should have 3 no matter what. its not up to you how you equip on use them based on how many points you have left over

Fast Attack: Always take landspeeders and in squadrons of 2. 1 melta hits the squad, one goes down, you still have one more that can easily fly away so the enemy doesnt get the killpoint or you use that unit as a suicide unit for another tank. NO BIKES! maybe assault squad but not very useful in salamanders sine they get no upgrades by vulkan

Elites: this is where you get opitions and where you dont. THE ESSENTIALS: Thunder Hammer termies, vanilla dreadnoughts, sternguard. THE OPTIONS: how many in each unit and who the squad is with such as whether you put a termie librarian with your TH termies or your sternguard. DO NOT TAKE THE IRONCLAD. waste of points and an upgraded vanilla dreadnought can do alot more before it is instantly killed.

Transports: All your choice. Either go rhino, or go drop pod. Dont go both, ever. Same for your termies, either deep strike right into enemy fire or put them in a LR that will get blown to pieces as soon as possible unless used correctly

Heavy Support: Vindicators are amazing and HB/AC predators are deadly especially when you have enough points for 1 AC/HB pred and 1 laz/HB pred

@ Captain_Sw: You have some solid base ideas but I think you need some long range firepower and some additional mobile anti-tank to complement your infantry. The HQ choices are good for a Salamander army. I would recommend adding at least one meltagun into a tac squad and all your sergeants need either a powerfist or a powerweapon and melta bombs since you have a short range Army. I agree with Generalian that you need to replace the TAC squad droppod with a Rhino.

I would consider the following list. I don't have a Codex on me at the moment, so the points may be off a little and need some tweaking.

HQ
Vulkan He'stan

Librarian

Troops

10 Marines, Flamer, Multi-melta, Sergeant with Powerfist in Rhino

10 Marines, Flamer, Missile Launcher, Sergeant with Powerfist in Rhino

10 Marines, Meltagun, Lascannon, Sergeant with Powerfist in Rhino

Elites

Assault Terminator Squad in Land Raider Redeemer

Fast Attack

Landspeeder Squadron with 2 Speeders with Multimelta & Heavy Flamer

Landspeeder Squadron with 2 Speeders with Multimelta & Heavy Flamer

Heavy

Vindicator

10 Devestators with 4x Missile Launchers, Razorback with Twin-Las

This list keeps at least one weapon that benefits from Vulkan's rules in every tac squad, but also adds a couple of long range anti-tank options. The terminators are a good counter-assault unit and the tac squads powerfists open up a little versatility. Hope it helps.

I do

DO NOT TAKE THE IRONCLAD. waste of points and an upgraded vanilla dreadnought can do alot more before it is instantly killed.

Please explain why its a waste of points and (this is a very newby question) what is a Vanilla Dread?

THE ESSENTIALS: Thunder Hammer termies, vanilla dreadnoughts, sternguard

again newbie question. Why Sternguard?
