Total noob, just bought this Terminator Chaplain for my Ultramarines.
I glued on the arm and the thing above his head (is that the Rosarius?). I left the other arm off for ease of painting, and primed it all.
The question is, what are the two scroll things that came attached to the thing above his head? I can't find anywhere they look like they fit, and looking around online at pictures of the same model all finished and painted I cannot find anything that looks like them.

Hi and welcome !!
The item above the head is called an "Iron Halo".
The Crozius is his chaplain's "mace" he carries.
The "scroll things" are just that, scroll cases. You can attach these anywhere but, most obviously on his belt. I've seen them on backpacks or dangling from the shoulder pads.

Well I kind of moved near Toronto, actually.

They are, yes. Scroll cases. They are a pretty common bit for the SM command characters and units. As opposed say nunchucks.

If you read the Eisenhorn trilogy there is a part that talks about sanctified anti-daemon scrolls that essentially protect you from a psychic attack but are destroyed in the process. I always thought that was a bit of a cooler fluff for the scroll cases than just a place to store his motivational speeches. Unfortunately, afaik he doesn't actually get wargear to do that, so it would be just fluff. Shame.
Anyway, the above folks are correct about the Iron Halo and Croizus Arcanum.
