Somewhere in south-central England.

For years, SMs have been spoken about as being seven feet tall.

In the past year, everyone seems to have started talking about them being eight feet tall.

Are they going to grow to nine feet tall next year?

It's because 7 feet tall isn't quite as impressive any more. I can watch some K1 or old Pride MMA 'freakshow fights' and see giant 7 footers fighting, or see them on WWE, or in basketball.

Sure, those guys are rare athletic specimens in real terms, but they aren't quite as impressive as they used to be.
Also, for people reading WH40K novels (even though you can't take them as canon all the time) 7 foot tall guys, and even way bigger guys appear in the IG.
Being 8ft tall or bigger helps them to retain the superhuman feel.

When in deadly danger, when beset by doubt, run in little circles, wave your arms and shout!

I thought they where meant to be 7' tall normally and 8' tall in their armor.

Also, I think I read that the average height of a human in the 41st millenium is about five feet, so seven feet would be giant to the citizens of the Imperium.

The Seraphs of Thunder: a homebrew, almost entirely converted successor Deathwing. And also some Orks. And whatever else I have lying around.
