No, if you do your stats will suck and you won't have an headquarters.

Incorrect. Yes it is possile to have an all scout army with the exception of your HQ. Your army will have a problem against monstrous creatures, and armor since you are limited on what you can select. If you have the points I would reccomend Whirlwinds and Land Speeders since both units would fit the theme of your army.

Scout armies are a fun way to go.
There is a lot of potential with "DE style" mindgames.
Most (less competitive) opponents, on discovering your SM army is really a scout army, will assume you are up to something and have some trump cards up your sleave.
I like to think that they can be played similar to a Tac heavy SM army; with a few perks.
Problems are of course Anti tank: mainly because of a lack of reliable tank killers; you can of course get a MM on landspeeders, but then you have to justify these over other strategically important FA choices...
Most tanks are less effective against the scout army anyway.
A fun advantage is denying effective DS (depending on the mission).
I usually divide my squads between sniper / bolter squads sitting in cover / on objectives, and CC / shotgun squads either in storms (depending on points available) or infiltrating.
Often your opponent will think they will have a result by turn 2. but you can't underestimate the ability of a highly mobile force to pick up final turn objectives...
