I am making a new chapter of Space marines, and I would like some C&C on their fluff.

In the early years of M37, a section of Renegades that were once from the Alpha Legion, ripped through the warp and surrendered themselves to the Emperor's most loyal of chapters, the Ultramarines. At first a fleet was sent out to destroy the renegades, but they held key information that they would not give up unless the Imperium allowed them to revitalise their souls through working alongside the Imperium of Man. After many attempts to psychically take the information, the Astartes agreed, letting them land on a desolate rock that was scoured of life by the Leviathan. Here they were given new weapons, and repaired their armour armour. They kindly refused new armour, saying that they must bare their shame in His sight, and should not hide their failings. After several debates, the new chapter- named the Fallen Angels, and are now monitored by the Crimson Paladons, which have fought alongside them on every battle, only having two squads fight beside them. They are currently crusading to destroy other strongholds of Chaos in the Eye, and have proved Instrumental in stopping reinforcements to The Thirteenth Black Crusade.

I want to make this army using Chaos Space marine bodies, with regular marine guns and Filed down Horns, not completely gone, just shaved down to about a milimeter off of their heads.

I think its a great idea, but remembering the fluff from the rest of the game, it could never happen, they would be killed quickly, but with a bit of honor. Once a traitor, always a traitor in the eyes of the Imperium. I'd still wanna see pics though.

Not quite. What about the Lamentors? And Mantis Warriors? And the rest of the chapters that stood with the Tyrant of Badab but were allowed back into the imperial fold? I think it could work just fine. I think gamewise though you would have to use regular SM rules.

Fallen Angels are Fallen Dark Angels, so it will be confusing...

Sounds like a cool idea, though you might want to change the name to avoid the confusion with the actual Fallen Angels. Maybe like, The Reborn, or the Forsaken or Revenant. Pick something from your iconography (like a sword, if that's what you're using) and be like The Revenant Blades or somethin'.
