I have started on a new army (Eldar) and it was a hand down army of about 2000 or more pts and my friend never played them so he gave them to me.
I don't know much about the army and need help with what I need in the army so any suggestions will be gladly wanted.

Hmmm I sold off my eldar. But from what I remember you have a pretty good model base to work with there. I always liked dire avangers in WS's, harlies in falcons, banshees in WS's etc. Eldar function best as a mobile mechanized strike force. I'm sure you can find everything you would need by searching the army list forum for "mech eldar" and of course browsing the articles about eldar in the article section. Aside from that, welcome, and congrats on all that free stuff!

In the Webway.

You need more warlocks for farseer bodyuard and perhaps another HQ. By mounting the banshees and dragons in the WS you have a good start. Add some DA for fire support and perhaps the harlequins or farseer and warlocks (when you get some) in the falcon, (you said you can change the prism). An autarch with a warp jump genearator would be good with the warp spiders. Add the wraithlords and you hae a good list.

All models are very much usable, but probably not all together.

To get good advise you would probably need to determine what kind of Eldar list you want to play, and how many points.
Mechanised / Footslogging / do you want an active army / do you want to hang around in skimmers doing little but bet there for the last few turns to grab an objective / you want shooty or assaulty etc / Seer council.

For instance your Wraithlords can be good units, but out on their own without a psyker/spiritseer close by they might be not as effective. Same for the harlequins, one major strenght of a harlequin unit (veil of tears) is provided by a harlequin Shadowseer.

Hmm well from what i have heard so far i think i need to specify what kind of army i want... well i want a army fun to play but also good at killing Chaos, Tyranids, and Gard.

Fun list is to have something from everything right? But that list will not be very killy. For killing said armies you need fire dragons to blow vehicles/kill carnifexes, dire avengers for killing infantry, jetbikes (especially against guard) who are just too good to pass. Fire prisms work best in pairs supporting themselfs. Dire avengers work well with farseer with doom and guide. Upgraded snipers are best snipers in 40k. Take advantage of that and deploy them somewhere in cover sitting on objective sniping good save unit (chaos- all of them, they will be really annoyed by them, nids- carnifexes and hive tyrants will die really quickly, IG- oh look a command squad, boom headshot). Guardians are not very good IMO. Same with warp spiders. When against nids you gotta shoot genestealers who have got higher ini than you (i think) and big guys (too killy in CC) and zoanthropes (too much annoyance, sniper target). Your CC units and dire avengers with defend can handle gaunts and warriors (warrs with problems and losses). I heard harlequiens are really good and funny but i never saw them. Jetbikes are next buy along with second fire prism if you want to invest more.

Jetbikes. They are just awesome. They are used in units of 6 with two cannons each unit. Fire prsisms work in pairs so you miss a second one. Maybe second farseer but thats optional.

I would drop both of your HQ choices for farseers. Serpents are too overupgraded i think. If autarch keeped he needs a high str weapon like singing spear (not sure of that name). Dire avengers need defend and bladestorm. I would replace wraithlord with Fire prism. Perhaps dropping few banshees for another one but i really dunno about this.
