Arcording to Lexi (this link - http://wh40k.lexicanum.com/wiki/Beastmen - I hope it works), IG used to be able to take Beastmen in thier armies.

I was thinking about doing this myself. My question, what would they count as and how would I represent them?

Yep, I've got some of the old models myself. If I were to use them, it would probably be as a commander's bodyguard, make them stand out. If you have a lot of them, I'd say field them as conscripts.

Would it be possible to post some pics? I personally was thinking about representing them as penal troopers, to show their vicious nature.

Not too hard to convert them from the various plastic kits. When Beast of Chaos re-launches in January, you'll be able to buy boxes of just ungors.
I've never played with the unit - but conscripts seem like the right way to field them.

If you wanted to do an all BoC/Mutant 40k army:

Ungors as Line squads/Conscripts/Ratlings
Gors as Penal Legion/Command Squads
Minators as Ogryn
Centigors as Rough Riders
Shamen as Primaris/PBS
(Shaggroths as Sentinels?)

If you wanted to go really crazy, you could do an all ab-human army. Beastmen as all regular troops, and Ogrys and Ratlings accordingly.
