Apparently they built the Palace over the Himalayas to some degree (though I imagine parts of the range are still somewhat present) and then built the facilities under the palace.

IIRC, the Summer Palace is built in the Himalayas.

The Imperial Palace is generally stated as being in the majority of the Nothern and Western Hemispheres.

Remember, the palace complex is IMMENSE and takes up more than half the planet by itself.

well if it takes up the bit of the norhtern and western hemisphere then i would assume the golden throne is done by sea level in the center of it all.

The Throne room is in the center of the Imperial Palace.

So if the Astronomican is in the Himalayan Mountains, and the Imperial Palace covers the northern Hemisphere letting us figure out the right direction. The scale of that picture is around 1:910142.86 or 1:910143 to make it slightly easier. The Throne Room is approximately 364.572KM away from the Himalayan Mountains. As I'm not that great with Geography I'll leave it to someone else to figure out where that is. Calculator, Wikipedia and Lexicanum ftw
