I'm making a Soviet force from the Stalin's Onslaught book. Is it acceptable that other people in my gaming group make forces from any other late period book (e.g. Fortress Europe)? As long as we are all late war, does it matter what book we use?

In short, no it doesnt matter.

You can use any book or official website PDF for an army from a given period and play it at anything up to and including tournament level against other armies from that period. Just think of it as three distinct games (early war, mid war, late war) rather than a load of different sourcebooks.
