Dwarves are a pretty static army, don't move much and their strongest tactics require you to pretty much stand in one spot and shoot. Miners and rangers work decently, but the book is only really has a couple of strong builds. The best is special character dependent. I feel sorry for any player who can't play with special characters, as Bugman is quite a fun one.
Dark elves are one of the most flexible books in the game right now. They can be good at any part of the game, and can even build a balanced list that doesn't have to make many sacrifices in power. Unfortunately the pirate theme isn't the strongest currently. Corsairs are one of the worst units in the book. They are too expensive to buy ranks with, but don't actually kill enough to win with a small unit. They can work as a cheap unit of flankers, but the initial cost for a min sized unit is 100, so unlikely you can afford that many points for a mediocre support unit. Also the strongest in theme model for pirates is a special character. The nice thing about DE, is you can get your 1000 point list out of a single battalion box, 2 warrior boxes, and a character blister. Here is what I would run:
2 unit of 20 warriors FC
2 units of 10 rxb, no upgrades
1 unit of 5 cold ones with no upgrades
2 unit of 10 corsairs with no upgrades, either weapon option works fine
master on cold one with seal of ghrond and sword of might (give him the full mundane armor package, so he is a 1+ save)
Not the most exiting 1k list, but it gets you playing DE at a very cheap price. Other than the corsairs, you can make great use out all the models at higher points levels. The units you would want to add to this base are all metal, so the cost to expand is very high compared to the cheap base. (the worst offender is harpies, if you end up running more than just 5-6, I would look into conversion options to save money) The total cost of this army in US dollars buying at retail price is: $180 the price for the next 1k: probably around 300.
