So here is two lists that I am tempted to take. Please advise on which one you guys think would be better. One of them has an Inquisitor in there for anti-psykers, the other one says screw anti-psykers. Also, I know I should have MM instead of ML in the tactical squads but I just dont have the models.

You have a single drop pod coming in turn one in both lists, and whatever crawls out is going to get victimized, or you are going to have to deploy it far enough away that you will wish you had bought a regular transport. However, Lysander can only go with the sterns in a drop pod or in a Land Raider, so either bolster your forces to drop enough pods to hold (and have long range fire to pour into them turn one or guys that can get there turn 2 (bikes/landspeeders/maybe transported tacs)), or cram lysander and the stern in a land raider. If you do go witht he land raider option, get a vanilla raider, cause with 2 dakka preds (and even more so with the 3 dakka preds currently in your list) you want to pop transports at a rate that lets your preds rout the used-to-be occupents.
I love the inquisitor, but he is not going to get into combat, just accept that, and strip him of the warriors, and just have him hunker down in/with his chimera.
You claim that you should trade your missle launchers for MMs, but I disagree, the missle launchers are going to let you take some pot shots at transports - note my comment on dakka preds above - and will work well with your riflemen dread at dropping people out of their cars and staggering your opponents advance. Also missiles are great versus tyranids, and the blast option doesn't hurt.
I am a fan of hiding powerfists in squads, but I just don't see the power weapon really turning the tide; people your tacs can hang with in CC aren't going to engage them in CC, and the people your tacs are going to engage in CC aren't going to be hurt much by the power weapon (gaurdsmen, certain orks) or it won't matter cause you're going to slaughter them anyways (firewarriors, mostly weakened units). However, having stubborn means you can't get involved in a CC you can't win, or you're going to lose the squad. This is less of a deal if you have combat squaded your guys, but still, try to keep your mans within 12" of each other, or use the dread to counter charge anyone who tries to get to them, so if you do get CC'd you can pile in a powerfist squad (or lysander!) into the mix.
Other than that, I like both, they are not the most refined (might need more mobile/throw away MM in the fast attack slots) but I think you'll enjoy playing them. For a tourney list I would go with the psychic hood one.

Neither is good, but the second is better, since Ld 8 psychic hoods aren't going to stop anything. In my opinion you have way too many eggs in one basket with the Sternguard-- with Lysander, that's almost a third of your army in one unit, and it's not exactly a unit that can expect to survive!

I would go for list one. But I would make the Inquisitor a Lord (Ld 10) and drop the Land Speeders in favour of 2 Predator Annihilators, to take out the tanks, and a Vindicator for heavy or standard infantry. Or 2 Vindicators and one Predator Annihilator. Drop any extra men on the Inquisitor Lords squad.

If you want Lysander and Crimson fists why also tac Pedro? That way you can base you army arround those Sternguard 2 ten men Sternguard squads DPing on turn 1 with Lysanders bolter drilla nd Pedro giving them all +1A is just disgusting.
Also you have lots of decent anti-infantry in your list and then you take the Dakka preds? Why? You have some anti-tank but very little anti-tranport.
Swap them for Las-sponson Preds they will help this list far more.

I actually like using just one drop pod of sternguards as it makes your oppnent re-align himself to take out that 10man squad, then next turn another 10 are coming in on that weakend flank to pop more expensive things.

sorry i'm asking a question in a question, but i was told that you weren't allowed to mix codexes( codexi w/e) in tournaments? Is that right or am i just crazy?
But back to the topic on hand. I prefer fielding Kantor with sternguard, but i don't drop them so it seems Lysander would be more effective for one just quick blaze of glory.
i wouldn't bring the auto cannon dread it doesn't have a drop pod and wouldn't be as effective as the autocannon predators (twinlinked vs faster, better armour). Just some noobish suggestions. Sorry if they fail

Thanks for all the suggestions guys...it's definately given me a lot to think about.
I've got enough to put the three tactical squads in drop pods too, or two of them in pods and one in a rhino...and I'm also entertaining the idea of running a straight captain instead of a named character, and possibly running Pedro instead of Lysander.

I plan on taking full advantage of Inspiring Presence, giving all UNITS (including dreadnoughts) a +1 attack within 12inches of Kantor. Either Pedro w/Sternguard and the Tactical, or the Dreadnought (depending on the situation) drop first turn onto a nearby objective and hold, while my other tactical squads rush in to support or move along a flank.
Predators offer long range fire support
Speeders are anti-horde/anti-armour
Inquisitor Lord is there for anti psyker. I know many suggested taking a normal inquisitor over a lord, but having the Ld10 is too big. This is the ONLY anti-psyker defense I have, and I would rather it come down to my dice roll vs theirs straight up, instead of a Ld 8 and hope I roll at LEAST 2 higher then them.

At 1850 points with Pedro you are far better off with at least 2 units of sternguard preferably 3. 20 individual Sternguard is a bare minimum in a Pedro list at this point level if you want to be competitive. You can drop down the Tac squads as remember the Sternguard count as scoring. Making the Sternguard squad 10 man with 3-4 combi-meltas means you can combat squad and blow a tank or transport before firing on the contents with spec ammo.
I still don't think those Dakka Preds are going to do too much for you in this list. Again what you lack is ranged anti-tranport not anti-infantry. To be honest I'd always take a Whirlwind over a Dakka Pred.

If you are taking pedro, you get an extra scoring unit. Thus, I would drop the power weapon tac squad. Also, seeing as you need 3 henchmen for the inquisitor, I would drop him for an avenger/nullzone libby. That gives the hood, gives a s5ap3 flamer for the sternguard if you want, and nullzone for things like fateweaver.
With the points, upgrade all the pred's to the FAR superior combi-pred with autocannon/sponson las. Upgrade the sternguard powerweapon to a powerfist. Add another sternguard so you have the option of combat squading. Add a hflamer to the dread. Add a bunch more combiweapons to the sternguard. And add the third speeder. You may even have points for locator beacons on your drop pods.

You could take 2 heirophants? to enhance an Inquisitors Ld if you want, 8pts each I think.
