Back a year or so ago I had a pretty good hybrid Battlewagon Nob Biker list going. Of course it worked good till the INAT game out and nerfed it. But now it's back and with a few tweeks I think still competitive.

The main tactic of the army is to either pincer with the Battlewagons, and the nob bikers OR use the Battlewagons to block LOS to the bikers themselves, until it's too late.  Secondary roles of the wagons are to crack armor open for the rest of the mob to get stuck in with.

The Trukks are mostly expendable just there for playing grab ass with table quarters or to pick on smaller squads and lightly armored threats.  

I mostly used the Grots to come on from reserve to hold objectives / screen the Lootas.

What I like most about this list is that their really is a lot of threats to be dealt with. Do you shoot the Wagons and get hit back with the Lootas, or shoot the Lootas and ignore the Wagons?  Plus the Nobz are no joke themselves, and you can't really let two Trukks of Orks zoom around untouched.

The only draw back IMHO in this list is that the Lootas are almost always vulnerable because they will be on their own, either on a flank to shoot around the wagons, OR in the backfield shooting past them.

Not too bad for 1850.

How does this list combat a mobility army, like Marine Bikers or a Speed Freeks list?
What is your plan against a Deepstrike-heavy force (Marine or Nid pods, Deathwing, etc?
How about a skimmer list, as fielded by Eldar and Tau? Skimmers have the option of attempting to dodge your tank shocks entirely, and can fly right over your Boyz and drop off their units for a Bladestorm party :(

Honestly, I think the biggest threat to this list is the mentioned Tau or Eldar skimmer force.
Hammerheads can slam you from range, even with the KFF. Expect plenty of markerlights landing on those Wagons to strip down the cover save.
Eldar lances are also a big threat. AV14 drops to 12, though you get the KFF at full effect.

Your list is great for anti-MEQ though. The new Rolla ruling really gives Orks more MEQ-killing power, and the ability to crack AV14. Just watch for savvy, maneuver-oriented players. You have a lot of points tied up in one combo (Lootas+Wagons), and I'd hate to see you dismantled by someone who drop pods or deepstrikes into your Lootas, and becomes immune to the Tank Shock tactic once they're tied up in melee with your other units.

Well i think the key to most of those match ups you mention is keeping the Lootas alive, and shooting. I image I'd have to turtle a bit, but that's not a big deal really. I would be out gunned against Tau, but in a competitive environment right now I'm just not worried about them. Ill play for a draw and let my soft scores carry my dip in points I think- if I even got matched against them past game 1. I could even drop the hard top on the wagons to stash the lootas in when facing eldar or drop troops perhaps. Have to playtest that a bit....
