Is it illegal to have an army with both of these gods or is it just fluff?

its just fluff.... tho honestly, it doesn't make much sense, but all demon players do it anyway (seeing as Tzeench stuffs the only shooty crap in our army!)

The answer is...COUNT AS!!!!!!!!

This is a little story about four people named Everybody, Somebody, Anybody, and Nobody.
There was an important job to be done and Everybody was sure that Somebody would do it.
Anybody could have done it, but Nobody did it.
Somebody got angry about that because it was Everybody's job.
Everybody thought that Anybody could do it, but Nobody realized that Everybody wouldn't do it.
It ended up that Everybody blamed Somebody when Nobody did what Anybody could have done.

Well Tzeentch is the changer of ways and can use anything at his disposal even the magic hating power of khorne can be misled to do something. If Tzeentch can have Slaneesh try to fight Khorne, he can lead some bloodletters.

This is good.... isn't it?

@OP - You can mix anything with anything, there is no rule against this is the latest codex edition. The only limitations you have are the ones in the force organization chart. I also think you could find fluff rules for mixing tzeentch units with khorne units. The biggest fluff option being the black legion. Abaddon has brought together all types of units from all 4 god worshipping chaos chapters. He has berzerkers fighting beside plague marines and noise marines fighting alongside tzeentch marines (although possibly not 1ksons/rubric marines).

Everyone pairs tzeentch with khorne? I don't think I've seen an army list in quite a while that does this. I see more solid khorne or solid nurgle lists (often with a slaanesh prince/sorc for lash) than tzeentch at all really.

I also don't understand why you think tzeentch is the only shooty option in our army? You could make an argument that they are our best anti-meq troop option, but the only shooty option? I would say out of the main troop types slaanesh's noise marines are the far more shooty option (albeit more focused on anti-infantry than say anti-mech shooty).

In the embrace of the great Nurgle, I am no longer afraid, for with His pestilential favour I have become that which I once most feared: Death.
