I've been fielding Dragon Ridering Prince/Mage(s) for my characters in almost all my games. I've been eyeballing Tyrion because of his impressive mount speed, intense magical gear and uber impressive melee stats.
Is he viable at 400 points, over a dragon?
If so, what's the best way to field him? Do you put him in a big or small unit of Silver Helms or Dragon Princes? Or do you field him alone on the battle field, flanking with another calvary unit close by?
Any tactics or advice on this character would be great! thanks.

I don't know the character, but it pays to be wary of fielding special characters. They break the game, and they may frequently make your opponents want to slap you.

... I mean, may frequently make your opponents want to think unkind thoughts about you while they are completely polite to your face

No, they don't.
Certain ones do, yes, such as Kairos Fateweaver, but not all. Don't post in a thread about something you don't know about. That reply would have been good if it was a thread about "Are special characters cheesy or not" but this was pertaining to a specific character, and you added nothing to the discussion.
Personally, I can't help, as I don't have the book for High Elves.

Options are -
Stick him in one of you infantry units as a wounds allocation bunker for him and charge out to combo charge an enemy with DPs.
Run around by himself, and kill small units/warmachines- Why would you?
Whack him in a unit of 8 DPs (2 ranks of 5) with war banner/banner balance, BSB with battle banner and kill everything in your path.

High Elf special chars seem OK to me. I seem to remember the Wizard one being TOTALLY CRAZY in the last book but this book's characters are just larger (if much better) versions of normal Lords. I might be remembering wrong.
I would probably do the Horsiestar with the Dragon Princes but on the other hand I would probably not take him in the first place.

As a side question, is it required that Tyrion be on the 40x40 base still? Malhandir is no longer considered a Monstrous Mount.
On Topic - running him with Dragon Princes is probably the best, since you don't really lose much of his speed in that way, though it does make that unit a very big magnet for magic and shooting.
With regard to HE Special Characters in general, Teclis is probably the only 'broken' character, with the other ones being pretty reasonable for their points (I think the weakest of the lot is Alith Anir, the Shadow Warrior Lord Level character).

On-topic, I owned tyrion, and did not have him mounted on a 40mm base, but I never used him in a game and don't know if this was OK or not. I actually never even considered if he should be on a larger base...

The horse star as mentioned is great, however it should probably be set up like this, its almost 920 points counting Tyrion.
7 attacks at strength 5, 4 at strength 7, 3 more at strength 6, followed by 5 more at strength 3 just in case.
Pre-combat resolution between 4 & 9.
Leadership 10, with Army Standard re-roll, Immune to Psychology, takes away enemy frenzy, & hatred.
8 Dragon Princes
-Champion with Amulet of Light
-Standard of Balance
Army Standard Bearer
-Barded Horse, Lance, Dragon Armor, Shield
-Battle Banner (the 1d6 combat resolution one)
Tyrion
After all of that I would suggest you throw in 4 Repeater Bolt throwers, 2 Mages with High Magic, and 2 squads of 10 archers. Those should allow you to deal with the any threats to this horse-star. Which are Steam Tanks, Doom Wheels, and giant unbreakable units of rats. The Bolt throwers should converge fire on any of these types of targets.
(Another magic option is to give one of those Mages the Seer staff of saphery and a Power Stone, and choose Unseen Lurker from the Lore of Shadows to get a possible first turn 32 inch charge.)

To answer the side question:
No, Tyrion is on a 25x50mm base.
I agree with the 'horsestar' but be wary of enemies such as Skulltaker, Chakax and all Keeper of Secrets, other than that, you will do fine, it's really a trial and error to see what works for you.

The problem is my opponents wont let me field him because they disaprove of specail characters :( One day I want to field Tyrion though lol. He sounds like a near combat god.

Kind of, but only 4 attacks sort of lets him down a little. He's hitting hard, but don't think he can solo charge large units like a dragon can. Definitely benefits from having a unit around him.
