To get to the point.
RAW:use at start of any players turn. If it works ''the psyker may re-roll all rolls to hit and wound for that players turn''
So as I see it I can have any wounds and to hit rolls against my sorcerer re-rolled even when locked in combat.
So is my sorcerer/DP now not only evil in combat but also super hard to kill with the passing of a psyker test?

No. It only works for Rolls the sorcerer Makes.

Well, that's an interesting new interpretation. I think if it actually meant you could make your opponent re-roll successful hits against your sorcerer it would have included language to that effect.

Do keep in mind that the psyker, rather than either of the players, is the one allowed to make the re-rolls.

How patiently should we wait while your model re-rolls those dice?

The eldar power doom could also be interpreted in this manner: It targets any unit and it doesn't specify you may only rerolls failed to wound.
Just mentioning it to show that when GW makes ambiguous rules they're consistent in the sense they make other rules that work alike equally ambiguous.

"ANY" includes the special ones
