On the back of a hog.

Whom tells me he can move his open-topped skimmer transports (raiders) and still fire the crew's dark lance and blaster after moving 6 inches...

Now, I understand that fast skimmers can move and fire at varying distances, but I did not think this applied to the crew, just the vehicle itself as there is no mention of the crew.

Under "Transport Vehicles" (fire points) in the Rule Book it states that the crew counts as moving as fast as the vehicle.

No where in the book (that I can find) does it say the crew of a transport vehicle can fire weapons based on what type of vehicle they are riding in.

Can he really contribute the crew's weapons to the amount of weapons the vehicle is allowed to fire just because the vehicle they are riding in is a fast skimmer?

Or to fire his crew's Dark Lance (heavy weapon) would he need to remain stationary as I thought?

Firstly, it is not the crew that are firing, it is the embarked unit.

Secondly, if it moves, the unit counts as moving, so the Lance cannot fire.

In short, he needs to re-read the rules for passengers firing.

Do you mean crew or passengers? The crew of a vehicle cant disembark and are part of the vehicle for all intents and purposes. The passengers are separate from the vehicle.

A fast vehicle (and therefore its crew) may fire all of its weapons if it moves up to 6".

Passengers on the vehicle may fore any of their weapons out of an open topped vehicle but count as moving. So passengers are not allowed to fire heavy weapons and may only use the short ranged mode of rapid fire weapons (unles they are relentless).

Okay this one is pretty straight forward. As you have already said, on pg. 66 of the BRB it clearly states (under Fire Points) that "models firing from a vehicle count as moving if the vehicle moves, and may not fire at all if the vehicle moved at Cruising speed that turn." (66) so the dark lance in the transported unit would count as moving and be unable to shoot. He would still be able to fire the blaster and splinter rifles if the Raider moved 6" but the dark lance from the unit can only be fired if the Raider remains stationary.
