The best we get in the actual rules is stating that it would be a foot version of the character if you have one available.
Most people take that to mean whatever model and base size would be used if you hadn't taken a mount at all(and is probably the best choice supported by the rules).

It would make sense if your model on a monstrous mount has his mount killed he goes on a suitable base size. 20 mm vs 25mm depending on the army book specifics.
Example: a skaven warlord is on a bonebreaker rat ogre on a 40mm. bonebreaker dies to shooting. the warlord drops down to a 20mm base.

Agreed. Though, it should be noted that GW has stated that you can put a model on any "reasonably-sized" base, as long as it is no smaller than the one listed. So...yeah. Just keep a 20mm size one around or whatever.
