Obviously there woudl be ups and downs.

as pnweerar pointed out, expanding the market is only a good thing, as that brings more money in.

as insaniak pointed out, it wouldn't draw too much money away from paint sales as people who dont want to paint will be buying the prepainted stuff.

the only long term detriment i could see would be for kids who are intimidated by the prospect of painting, buying prepainted instead and not ever developing their skills, thus drying up the talent pool of painters out there somewhat.
