What about a MMORPG in which you play character like smugglers, thieves, civilians, etc. You are simply discovering the Imperium and might end up working for crime lords, rogue traders, inquisitors and so on and you might even run into them but you still remain a normal human. Perhaps more an emphasis on solving problems and what not instead of just fighting. While I don't think the combat aspect should be removed I do like the potential that it isn't the main attribute of the game.
But yeah, perhaps that might be too difficult for their creative teams...
