When a commisar retires wouldn't he be snapped up by the ordos because he has survived for so long, or executed for cowardice?

If he surived that long I don't think they would execute him. I think they'll promote him/her to a higher rank, place him/her in a elite IG unit e.g. storm troopers, placed in a teaching position, or be used by the inquistion.
